Carolyn Harshman

Emergency Management

Ms. Harshman is President of Emergency Planning Consultants, located in San Diego, California. Since 1985, Carolyn has provided plans, training, and exercises to a wide range of governments including special districts. Consulting services include: hazard analysis, recovery and reconstruction plans, hazard mitigation plans, emergency response plans, needs and capability assessments, grant writing, project management, NIMS/ICS/FEMA trainings, customized trainings, and tabletop/functional/field exercises. Beginning in 2004, USDOE Emergency Response and Crisis Management (now known as Readiness and Emergency Management for Schools) grant recipient San Diego Unified School District selected Emergency Planning Consultants to streamline and modernize the District's emergency management practices. That multi-year process has included development of a standardized site emergency plan template, an operational plan for the District, and the design and delivery of a broad range of trainings and exercises at both District EOC and individual school/administrative sites. In addition to K-12 School Districts, Carolyn has more than 20 years of experience in perfecting emergency management practices within local governments and higher education organizations. Her extensive background with local government provides a vital link between special districts and local emergency responders. Emergency Planning Consultants has over 60 clients including San Diego Unified School District, Chula Vista Elementary School District, County of San Bernardino, City of Long Beach, City of Santa Ana, Compton Unified School District, El Camino Community College, and San Diego Community College District. Prior to establishing her consulting business, Carolyn worked as a hazard planner for the County of San Diego Office of Emergency Services and a city planner for the City of San Diego. Ms. Harshman holds a Master of Public Administration Degree from San Diego State University and is an active member of the International Association of Emergency Managers.
